Private Business Associated with Fall River City Administrator Aitken Cause for Investigation
Aitken is listed as the Resident Agent for a medical billing company
The Jess Machado Show has learned that a private business associated with now former Fall River City Administrator Seth-Thomas Aitken is the cause behind a city led internal investigation.
On Friday, Mayor Paul Coogan confirmed that Aitken was the subject of an internal investigation and that investigation would wrap up by the end of the day. But before Coogan could make an official statement on their findings, Aitken submitted his resignation.
Since then, we have learned that two members of the Fall River City Council received information about a business that appears to be associated with Aitken and the Chief of Fall River Emergency Management Services (EMS) Nicholas Silva. Sources share that Linda Pereira and Michelle Dion brought the information to Mayor Coogan, who met with the two members of the city council last Saturday.
Public filings for the business Curos Billing and Compliance, LLC list Aitken as the “resident agent” for the business. Both Aitken and Silva are listed as SOC Signatories for the business. Those individuals have been authorized to sign System and Organization Controls (SOC) reports. SOC reports are a key part of an organization's information technology (IT) and internal controls.
The public document indicates that the date of organization for Curos Billing and Compliance, LLC was April 9th, 2024.
Silva was hired as the EMS director in November of 2024.
Curos Billing and Compliance, LLC website shared they brought more than “fifty years of EMS administration and operations experience to your billing processes.” The business offered services to manage billing, compliance and grant management services to EMS organizations, including municipalities.
Earlier this week, the website had been removed.
Silva lists that he is the Chief Executive Officer at Curos Medical Billing on his LinkedIn but does not list his current job for the city of Fall River.
Silva replaced former EMS Chief Timothy Oliveira last fall. The 2025 salary listed for the position at the time is $135,204.
Aitken has been the city administrator for just over two years. His annual salary is listed as $143,969.
While the city of Fall River does not have a contract with Curos, it is unclear if any surrounding city or town has used their services. We have submitted a public records request to several municipalities for any communications with Curos, Silva or Aitken about billing services and contracts for service.
Mayor Coogan has not made any statements about the internal investigation other than to state that there was one, nor has Coogan released any statement about Silva.
